A while back, in grad school, I wrote a paper on water decisions and one point I found is that the Academy of Sciences had published a recommendation paper on stakeholder composition. At the high level seen here, this doesn't seem to meet the criteria. I hesitate to say requirements, as it depends on uptake, but I think it could be shown that the project team should have known about that paper.
Has there been third party data collection from other dam removals and its effects on the fish? Does the removal actually improve the ecosystem? Do the fish actually come back? Though I vehemently despise typing this, "where's the science?" lol
